Anyone who mixes, serves, or sells alcohol in any manner on a licensed Oregon premises that allows on-premises consumption needs an OLCC Alcohol Service Permit, and so does anyone who supervises them. The requirement comes from the Oregon Liquor and Cannabis Commission under ORS Chapter 471. Store clerks responsible for filling growlers at an off-premises licensed business need one too.
Who does not need one
The OLCC is specific about this, and it saves a lot of unnecessary applications. If you set up and clear tables, work in the kitchen, check ID at the door, or work as a janitor, bouncer, or security person, you do not need a service permit, as long as you never mix, serve, or sell alcohol in any manner or supervise those who do.
Hosts are the edge case. Greeting and seating guests does not require a permit. Taking an alcohol order, collecting money from customers who have been drinking, ringing up a check that includes alcohol, or refilling a glass of wine does, because all of those count as selling or serving.
What changed on March 31, 2025
This is the most important thing on this page. In the 2024 session the Oregon Legislature passed House Bill 4138, and the change took effect March 31, 2025.
Under the old system you could apply, pay the fee, receive a temporary permit immediately, and start serving while you completed your education and exam within a 45-day window. That option no longer exists. A Temporary Service Permit is now issued only after you have completed the application, paid the fee, finished an approved Alcohol Server Education course, and passed the OLCC-proctored test. All of those steps must be done before you can legally mix, sell, or serve.
For an operator that means real lead time between hire and first shift. A new server cannot learn on the job while the paperwork catches up.
The order of operations, and the 45-day trap
Applications run exclusively through CAMP, the OLCC Cannabis and Alcohol Management Program portal. Paper applications are no longer accepted. The sequence is:
Create a CAMP account and apply for an Alcohol Service Permit, uploading a valid government-issued ID and paying the application fee
Take an approved Alcohol Server Education course, which is not delivered inside CAMP
Return to CAMP when notified and pass the OLCC test
Print or download your Temporary Service Permit, which is when you can begin work
Wait for OLCC review, then receive your five-year permit as a PDF by email
The timing trap is worth knowing. Once you submit an application it is good for only 45 days. If you have not completed the class and passed the test in that window, you submit a new application and pay again. Taking the class first avoids this entirely, because a completed class is good for two years before you apply.
The exam is the OLCC’s, not ours
Worth being clear about before you enrol. An approved provider delivers the Alcohol Server Education course. The final test is taken in CAMP and administered by the OLCC. Your provider sends proof of course completion, and the OLCC test becomes available once that is received, which can take up to one business day. The test can be viewed in English, Spanish, or Chinese.
If you are 18, 19, or 20
The minimum age is 18. Between 18 and 20 you can hold a minor service permit, which lets you serve, pour, and draw alcoholic beverages only in parts of the business not prohibited to minors, where alcohol service is secondary to food service. You cannot mix drinks or work as a bartender or cocktail server, and you can enter a bar or lounge only long enough to pick up drinks, clear tables, stock supplies, or deliver food. On your twenty-first birthday those limitations lift automatically.
Five years, and how renewal works
An Alcohol Service Permit is good for five years from the effective date, and you reapply rather than renew. You may reapply up to six months before expiration.
You must take an approved Alcohol Server Education class again as part of reapplying. There is no separate shorter renewal class: the OLCC requires the same course for new and returning applicants. If you have passed a class within the past two years you do not need to repeat it.
Carrying your permit, and replacing it
You are required to have a valid permit on you any time you are mixing, selling, or serving alcohol, supervising those who do, or filling growlers at an off-premises licensed business. A downloaded copy or a screenshot on your phone is acceptable to an OLCC inspector, as long as you can produce it. The OLCC no longer mails the five-year permit, so your copy is the PDF from CAMP.

Mandatory reporting obligations
Service permittees working at a premises with a Full or Limited On-Premises Sales license are mandatory reporters for human and sex trafficking. If you have a reasonable belief that sex trafficking is occurring on the licensed premises, you must report it to law enforcement and to the OLCC. Permittees must also report a reasonable belief that a minor is employed or contracted as a performer in a way that violates OLCC rule. Reports are submitted through CAMP.
Keeping a team permitted
Since March 2025 the binding constraint is hiring lead time rather than training. Nobody serves until the course is finished and the OLCC test is passed, so the training has to happen before the schedule is built. The 45-day application window and the two-year class validity mean the safest sequence is to train first and apply second.
