Built for Minnesota stores and bars that sell hemp THC. Every business that sells lower-potency hemp edibles (hemp THC edibles and THC beverages) answers to the Office of Cannabis Management (OCM), and its city or county runs an unannounced age check at least once a year. Minnesota does not approve training courses or set training hours, but every hemp business must keep written procedures that include worker training (Minn. R. 9810.1100). Minnesota Lower-Potency Hemp Workforce Training gives your staff that training in about two hours.

Why it matters

In 125 test purchases in 2023, University of Minnesota researchers found that 56 percent of sellers sold hemp THC products to buyers posing as underage. OCM can fine a business up to $10,000 per violation and can suspend or revoke its license (Minn. Stat. 342.19).

The Minnesota rules behind every sale

  • Verify that the customer is at least 21 before starting a sale or completing a delivery (Minn. Stat. 342.46)

  • Accepted ID: a valid driver's license or ID card from Minnesota, another state or a Canadian province, a valid Tribal ID card, a valid U.S. passport, a valid instructional permit, or a valid passport for a foreign national (Minn. Stat. 342.27, subd. 4). A military ID is on the alcohol list but not on this one

  • No sale to a person who is visibly intoxicated

  • Product limits: 5 mg of delta-9 THC per serving and 50 mg per package for edibles, and 10 mg per container for beverages

  • Edibles that are not beverages stay behind the counter or in a locked case, and no vending machines

  • On-site service needs an on-site consumption endorsement. Hemp THC products may not be sold to be mixed with alcohol, and product removed from its packaging stays on the premises

  • Recalls: answer OCM within 24 hours, notify buyers and destroy the product within one day, and report within three days (Minn. R. 9810.1101)

Minnesota hemp THC training FAQ

Does Minnesota require training for staff who sell hemp THC edibles and beverages?

Minnesota does not approve training courses or set training hours. The state's annual training rule (Minn. R. 9810.1102) is written for cannabis workers and says it does not apply to hemp workers who are not cannabis workers. Every hemp business must still keep written standard operating procedures that include worker training procedures, available on site and to the Office of Cannabis Management (OCM) on request (Minn. R. 9810.1100). This course supports those procedures.

Is this course approved by the State of Minnesota?

No. OCM does not approve or certify employee training courses. The course is built on Minnesota Statutes chapter 342 and OCM rules and gives each worker a dated certificate for the employer's records.

Who is it for?

Clerks and managers at liquor stores, grocery and convenience stores and smoke shops, and bartenders and servers at bars, restaurants, breweries and taprooms that sell or serve lower-potency hemp edibles.

How long does this course take?

About two hours, self-paced, on a phone or a computer. Progress saves, so staff can stop and pick up where they left off.

What topics does it cover?

What about the federal hemp change in December 2026?

The federal definition of hemp is set to change on December 11, 2026, unless federal law changes again. OCM says the change does not alter how Minnesota law defines these products or their legality in the state, and it warns of effects on banking, point-of-sale services and interstate commerce. The course covers this in one lesson that we update as the rules move.
