Iowa does not require sexual harassment training. Its civil rights statute starts at four employees, well below the federal fifteen, and the state landscape changed materially in 2026.


The Iowa Civil Rights Act

The Act is Iowa Code Chapter 216, with the employment provisions at section 216.6. It applies to the state and its political subdivisions and to most private employers who regularly employ four or more people. Sexual harassment is treated as a form of sex discrimination.

Enforcement runs through the Iowa Civil Rights Commission, which since July 1, 2024 has sat within the Iowa Office of Civil Rights.

One quirk worth knowing: Iowa protects against age discrimination from 18 and older. Federal law under the ADEA starts at 40. A twenty-three year old in Iowa has an age discrimination claim that would not exist under federal law.


What changed in March 2026

On March 10, 2026, Governor Kim Reynolds signed Senate File 579, which prevents Iowa cities and counties from adopting anti-discrimination protections broader than the state Civil Rights Act. Local governments may now only protect categories already recognised at state level: age, race, colour, creed, sex, pregnancy, sexual orientation, religion, national origin, and disability.

For a multi-location Iowa operator that simplifies things, because a Des Moines ordinance can no longer reach further than Cedar Rapids. It also means anything in your handbook written to a local ordinance is worth re-reading.

Federal law is unaffected. For employers with fifteen or more employees, Title VII protections continue to operate independently of the state framework.


Iowa in practice

Des Moines is the state capital and largest city, followed by Cedar Rapids, Davenport, Sioux City, and Iowa City. Iowa grows more corn than any other state and raises roughly a third of the nation’s hogs, which shapes an economy built on agriculture, food processing, and the hospitality that serves both.

For beverage alcohol, Iowa is a control state. The Alcoholic Beverages Division acts as the sole wholesaler of distilled spirits, so every bottle of liquor sold in Iowa passes through the state. The Templeton Rye story out of Carroll County, a Prohibition-era rye that built a reputation on being smuggled to Chicago, is a reminder that Iowa’s drinks history runs deeper than the corn.


What Iowa employers actually do

With no mandate there is no prescribed hour count or renewal interval. The practical arguments for training in Iowa are the four-employee threshold, which catches nearly every restaurant and bottle shop in the state, and the age floor of eighteen, which most off-the-shelf national courses do not mention.
