Arizona requires every marijuana establishment to have a written training policy for its facility agents. Under A.A.C. R9-18-308, every marijuana establishment must develop, document, and implement policies and procedures for training its marijuana facility agents on the adult-use law and the Arizona Department of Health Services (ADHS) rules. Arizona does not approve, accredit, or name any training course or provider, and it sets no training hours. This course is built to support that written training policy.

What Arizona requires

Arizona puts the training duty on the employer. The rules call for:

  • Written policies and procedures for training marijuana facility agents on A.R.S. Title 36, Chapter 28.2, and the ADHS adult-use rules (A.A.C. R9-18-308)

  • Written policies kept at the retail site, shown to ADHS on request, and reviewed at least once every 12 months

  • Training documentation kept for at least 12 months

  • At every dispensary, including a dual licensee, a written policy on confidentiality training (A.A.C. R9-17-310)

A dispensary that sells only medical cannabis also has a medical director who must train its dispensary agents at least once every 12 months (A.A.C. R9-17-313). A dual licensee is exempt from that rule.

State law sets no number of training hours, no deadline after hire, and no state test, and Arizona does not approve courses. This course covers the shared topics. Each store still trains staff on its own written policies and procedures, and gives hands-on training on its point-of-sale system, its inventory control system, and the medical marijuana verification system.

Each module ends with flip cards, practice questions, and a real-world scenario from the shop floor, and the course closes with a final exam. Learners who finish receive a dated certificate of completion, valid for 1 year, for the store's training file.

Built for operators running a whole team

Arizona stores keep training documentation for at least 12 months and show their written policies to ADHS on request. The Learn Brands LMS stores every certificate, shows who has finished and who is outstanding, and sends renewal reminders before certificates expire.

Arizona cannabis training FAQ

Is there an Arizona RVT (responsible vendor training) program for cannabis?

No. Arizona has no state responsible vendor training program, and the state does not approve, accredit, or name any training course or provider. What the rule does require is that every marijuana establishment have written policies and procedures that cover training for its facility agents (A.A.C. R9-18-308). This course is built to support that written training policy.

Is this course approved by the Arizona Department of Health Services?

No. ADHS does not approve, accredit, or name any training course or provider, and Arizona sets no training hours. This course is built on A.R.S. Title 36, Chapters 28.1 and 28.2, and ADHS rules, and it supports the written training policy every marijuana establishment must have.

Who should take it?

Arizona marijuana facility agents and dispensary agents. It is written for the people who work the counter and the floor at adult-use stores, medical dispensaries, and dual licensees.

How long does it take?

About four hours, self-paced. Arizona sets no number of training hours, no deadline after hire, and no state test.

What topics does it cover?

Federal and Arizona cannabis law and ADHS rules, the facility agent license, purchase limits, checking ID and refusing a sale, customer and patient privacy, security measures and controls, incident reporting, emergency response, and what changed this year.

Does it cover the July 1, 2026 rule changes?

Yes. ADHS updated every section of its adult-use rules effective July 1, 2026, and the course teaches the updated rules. Module 7 walks through the changes staff are most likely to notice on shift, including keeping the facility agent license on you whenever you are on the premises, the store's 10 working day deadline to report a loss or theft of product to law enforcement, camera coverage, label changes, and on-site delivery.

Does the certificate expire?

Yes. The certificate of completion is a dated record, valid for 1 year, and Learn Brands sends renewal reminders before it expires. The certificate is separate from the facility agent license, which comes from ADHS and is valid for two years. This course does not issue or renew that license.

Does it replace my store's own training?

No. Each store still trains staff on its own written policies and procedures, and gives hands-on training on its point-of-sale system, its inventory control system, and the medical marijuana verification system. This course covers the shared knowledge every agent needs.

How long do training records have to be kept?

Arizona stores keep training documentation for at least 12 months. Every Learn Brands certificate is stored in your dashboard.

Do you offer team pricing?

Yes. A single seat is $59. Volume pricing is $49 per seat for 10 or more seats, $39 for 25 or more, and $29 for 50 or more. Buy seats, assign them to staff, and track completion in the dashboard. Bulk discounts are available to all companies on Learn Brands.
